ZMQ_RECOVERY_IVL and ZMQ_RECOVERY_IVL_MSEC reconciled
There's only one option now -- ZMQ_RECOVRY_IVL -- and it's measured in milliseconds. Signed-off-by: Martin Sustrik <sustrik@250bpm.com>
